Typically, systems of law enforce such contracts. Part of the role of the judiciary in most democracies is to enforce agreements.
However governments also seek to prevent people from making certain kinds of contracts. For example, they may prevent people making an employment contract which pays less than the minimum wage. Many people pretend that they make people better off by taking away their freedom of choice - mostly unions, the intellectual elites, and the religious.
