D: A proposal to make the taxpayer to pay for heroin for a small number of users while still making it illegal for those taxpayers to consume, carry or sell it.

Under this scheme, a taxpayer, who is paying for other people to enjoy heroin at his expense can be jailed for buying some (and paying for it himself). Governments frequently do stupid and unreasonable things, but there are few schemes more unreasonable, fascist, and ill-conceived than this one.

Taking heroin may be stupid, but stupidity is not a crime.
