While we may listen to something on the radio and say 'that cacophonic noise is not music', the point is that someone probably spent some time working out which noises should sound in which places and durations with the aim of someone listening critically to it.

Of course they may have designed the piece specifically to annoy the listener - tasteful music is definitely in the ear of the beholder.
