D: Offering incentives on someone to take some course of action.

Pressure does not involve force, just incentives.

Sometimes though the distinction is hard to make.

If a party says 'I'll give you money if you do X'. Then they are applying pressure, not force.

If a party forces you to give them money, and then says 'You can only have this back if you do X', they are effectively applying force.

If a government takes taxes by force and then says ' you can only have these subsidies if you do X' then they are effectively using force.

Whether the Chinese government are justified in doing this to control their apparent overpopulation problem is a left as an exercise to the reader.
