A common definition involves the actual removal of the property, but it really doesn't matter if someone destroys the property, takes it away, or just prevents the rightful owner from full use. All of these are effectively theft. The vandal who smashes your car, the burglar who takes your television, or the government which prevents you renovating your home - all of forms of theft.
