Usually these have chosen a course of communism and/or corruption and remained poor.
Leftists like to believe that they have remained poor because of globalization, capitalism, western exploitation or other conspiracies. They seem to feel that forcing these countries into isolationism will make them better off. They are (as usual) partly right. Foreign aid and the policies of the World Bank keep them poor.
