D: Something the government declares when they can't justify a war.

Governments rely on the philosophy of collectivism to thrive. Whenever possible they declare a war on something to justify violating individual rights - the War on Drugs, the War on Poverty etc.

Sometimes using the word 'war' to describe a social goal is too far a stretch even for politicians. In that case, the word 'crisis' must be used instead. A crisis can also be used as justification for violating individual rights in the interests of 'society' or the 'greater good'. A war is better than a crisis (it allows greater violations, and more state power), but a crisis is a good runner up, followed closely by an 'epidemic'.

Apparently society is in the midst of a 'Health Crisis', an 'Obesity Crisis', an 'Anorexia Crisis', a 'Child Care Crisis', and many others.

Anyone who takes these crises seriously should ask themselves - has there ever been a time in your lifetime where the newspapers have not talked of the health system being in crisis? Crises, by the usual definition, end. These ones are not designed to.
