Actually I think speeding laws are basically inefficient. Much better to have more general rules like keeping a safe distance and indicating (which you Canberrans don't seem to understand). Much better to have actual punishments if you cause damage (mostly civil). Most speeding no way relates to an accident. Most of us saw the evidence of late that speeding cameras DO NOT make accidents go down. I say mostly civil, but then again, I think prosecution should be outsourced, like investigations in common law post industrial England. But this would be much better with private roads and insurance. You choose the safety/speed tradeoff. I think conspiracy or premeditation is a good reason to arrest and try someone. Intent is different. Intent means nothing as to actually carrying out the deed - there is no implication of committment. I suppose premeditation would be like a "conspiracy of one". What about those who are involved in ordering executions from prison? If there is no death penalty, should they be confined and not allowed to communicate with the outside world (except with legal counsel in a monitored conversation)?
