Is discussion on this forum academic? Not necessarily (which is why you may have said "rather"), for the reasons I stated in a previous post. The benefit of your elaboration is that readers know more precisely the problem. I think this alone disqualifies the discussion's academic status. There is small reason to believe the problem you outline is permanent and unchangeable. What if adopted children were matched after arriving in Australia, through an Australian orphanage? I'm not a bureaucrat, but from my pov it sounds both faster and easier to convert their choice to rubber-stamp several children for an orphanage rather than a case by case basis including the would-be parents every time.
