As a supporting measure we could force all home swimming pools nearby to shut down to funnel everyone to the owned beach to help them maximize revenue, using the free-market cross-city tunnel principle. Think of the side products the beach owners could offer. $5 for your own special sand to kick in faces of 97 pound weaklings and so on. You could even build into the contract severe penalties to ratepayers for compensation in case the number of wet days exceed a (very) limited number during the eight-month summer season. Perhaps a heavy exit fee on ratepayers who prefer to go to the mountains for the day instead of sunbaking on the beach. Just the thought of the delicious add-on possiblities make my mouth water.
