Sadly it is looking more and more like you are right.
Democracy (liberal/social or other) is like any other
political system in that enough people have to believe in
it for it to be stable. Iraqis simply don't believe that
democracy will work, and don't believe that the current
moves towards democracy will improve their lives. They believe that someone will simply seize control, and so they may as well help to make it one of their mates.
So the violence continues. The same thing almost happened in Taiwan recently, which is
a whole lot more civilized than the Middle East. What chance does Iraq have?
