The funny thing about the Bruce Willis movie is that it's exactly as I describe. The government didn't have the expertise to do it, but they had the money. So they found the expert from the private sector (Willis) and threw entire military budget behind him to get it done. And as you say I think that's what would actually be necessary if it ever happened for real.
