Didn't you see the movie? Seriously though, what we will need for such an exercise is
advanced technology. A private space-sector will advance technology much faster than than a government one. If the
government has to finance a special project in 50 years, then
it can buy, lease, rent, borrow or (I hate to say it) steal
the technology from the private sector then.
