The political elite controls the provision of these services based on an election ritual that was always a cover for their narrow self-interest. That's why I call their cartel "the mother of all cartels". The electoral system consists of a massive barrier to entry to the markets that the agents of the state claim the right to monopolize. Even under direct democracy, the majority would definitionally be free-riders (on the minorities) in any market where the supply was dictated by majority rule.
