The population is rightly suspicous of entering into such terms because every argument about 'ecological effect' I have ever witnessed

  1. starts off with "I have right to control your property because .."
  2. degenerates into meaningless (or unmeasurable) platitutes.

Presumably you believe that ***SCIENCE*** can offer quantitative measures of cost and benefit (without committing the sin of borrowing from Economics).
