Man. I just tracked an mp3 of this thing down. That shit is terrible. It certainly isn't techno though. Only people completely unfamiliar with dance music refer to the whole lot as "techno". You have committed the same sin as whoever referred to it as "disco" - neither of you knew what else to call it. Techno is a very repetitive, percussive variant of dance music. Tracks tend to be very minimalist, with a short drum loop repeating over and over and very few synths or anything like that. Techno fits your "metal scrap yards" description a lot better than that anthem reworking does. There's a typical example of a techno track here. I used to go to raves and still listen to various other genres of dance music, but I've always avoided techno like the plague. The best label for that anthem reworking is probably trance, but it's so horribly produced that I'm hesitant to say it fits into any genre.
