In economics, public good does not mean "is provided by the government".

It is a public good because if it is provided to me, then you get it for free. That also explains the externality. If you buy national defence, then I get the positive externality of having my nation defended also. Without paying. Hence the insufficient incentive for me to pay. Hence the basic argument for underprovision.
