Maybe now, until they have self rule it would be best to lock down said places, until the insurgents are caught. Banning theright to bear arms is too harsh and leaves civilians open to attack. There are accounts of armed civilians shooting up pro Saddam loyalists who attacked a petrol station. The US should have let the Iraqis rule largely on their own to begin with. Before the CPA stopped it, there was free market money changing and protection services, and no terrorism. The supposedly capitalist American occupiers starting engaging in price fixing. The result of this is shortages. Would have it been that bad to let the "chaos" run a few weeks longer, let local authorities and business emerge (as they were), work with them and impose a charter of rights the private security forces would have to respect, restablish an Iraqi police force controlled by moderate religious leaders and exiles, and use the US army to secure the borders?
