No because that 'contract' was with the UN, and until that acts and authorises force to break the cease fire, then this war is illegal. These forces are not authorised by the UN to act. They are not the ones with whom the 'contract' was written. And a third part can not take action to uphold one part of a contract when they are not one of the parties involved. Saddams 'contract' was with the UN, not the USA or Australia or the UK. Therfore its illegal for the USA to act on the basis of this 'contract'.
