Committing a crime is a crime. Attempting to commit a crime is a crime (attempted murder et al). It isn't a complex issue at all. The man attempted to have sex with a 13 year old girl. That he failed dismally (failing even to locate a real 13 year old girl), and whether he believed it to be harmful, are both irrelevant. Now if the police officer had contacted the man, not the other way around, or if he had dragged sex into the conversation himself, that would be entrapment. I assume this wasn't the case.
