Sorry about the first year comment! I can't see the code properly, as I think I don't have all the .asp stuff installed. (the last time I did web stuff was in about 1993). I understand the problem using 1/80th's. How the US is doing it is here: http://www.census.gov/population/www/documentation/twps0038.html and they do use cohorts, like you suggested, although I still can't see why you couldn't estimate it based on a distribution (and just have low probabilities for 70 years having children ;) So it looks like a pain, although the code must be floating around somewhere where you can just copy it.
