"Run them off the road" - why? So you can make the turn into the McDonald's drive-through before them? Why do you assume you have to be first? Bicyclists and motorcyclists share responsibility, in whole or in part, depending on their own behaviour in traffic. No helmet? Weaving through lanes? Headlamp not illuminated? These reduce visibility and make an accident almost inevitable for motorcyclists. Bicyclists too often don't wear bright or reflective clothing, or travel without lights in low-light conditions. But car drivers are supposed to know that pushing a tonne of metal at speed puts them in the position of power, and should act accordingly, not cutting off the smaller, less-protected vehicular traffic. As for who pays, insurance companies, of course, through passed-on premium increases to their entire customer base, although often enough with some sort of penalty increase imposed on the original policy-holder, either the motorcyclist or the car-driver. If truckies "shared the road" the way most passenger car drivers do, there'd be a lot more accidents or a lot fewer drivers who'd dare move the car out of the driveway.
