There would be no requirement on people who have nuclear technology to share it. It is not international law that is stopping bin Laden from getting nukes. Bin Laden: "those americans are nasty... I would like to kill them... maybe I should get some nukes" Adviser 1: "good idea osie, but they are expensive and the information is hard to get" Bin Laden: "very true my little paddawan, but we **REALLY** want them... so we will spend the money and make the effort!" Adviser 1: "oh, you are right... how wise and benevolent of you. Could you pass me a piece of that freshly roasted infidel baby leg?" General murmor of 'oh yes' and 'how wise' and 'allah akbar' and 'I'm higher on the food chain, get in my belly'... the assembly seems convinced of the virtues of getting nukes. Adviser 2: "but wait! The UN doesn't allow us to have nukes... it's against international law!" Bin Laden: "damn... there goes that idea" - and then he shoots Adviser 2 and eats his spleen, frustrated once again by the forces of international law and those pesky governmental do-gooders.
