I'm wondering if force really is the only thing that terrorists understand? It may be true that terrorists respond to incentives and that they have more than simple murder in their preference set? The U.K. is attempting to use non-violent means with the IRA, Zimbabwe was formed (and white-rule ended) when the government of the day compromised with the terrorists (freedom fighters now... but terrs back then), De Klerk eventually compromised with the well known terrorist of his day - Nelson Mandella, a compromise situation has been impossed in Serbia to deal with the terrorist group (backed by Osama) called the KLA, many people think compromise should be used in Chechnya with regards to their separatist movement, and I'm happy with the compromise reached by the Indonesians with the terrorist East Timor independence movement. It seems history is full of instances when terrorists acted rationally out of self interest, and could subsequently be dealt with or at least influenced.
