In this article, the author points out the inherent difficulties in providing
appropriate incentive mechanisms to achieve good outcomes in government
bureaucratic structures, and suggests that this problem is affecting outcomes
in the NSW police force in relation to ethnic issues surrounding recent civil
unrest. She goes on to question the possible affect these issues are to have on the
upcoming election, and suggests that traditional mechanisms of policy determination
undertaken by major political parties may not be effective in this case, giving an example
of such failures in recent history. An amusing little cartoon is provided for less literate readers.
