It depends on whether you believe people have the right
to preemtive self-defense. Most people take the view that peemptive self-defense
is a fundamental human right. Since we have a nanny state
to meet our defense needs for us, then it becomes the
right (or responsibility) of the government to take action against someone who intends to commit a property violation. The question is, how far should this go. If you think someone is the kind of person who might
commit a crime, do you lock them up. Personally I would be happy to see Hannibal Lector
in a very secure cage.
