You're being pedantic. Of course people in government could do lots of things. Wear funny hats, sing songs, sell cupcakes, talk about south bolivian bat breeding. The defining feature of government is violence -- either in forcing people to act against their will, or 'forcing' (sic) people to act as they would anyway. It is the only thing that separates government from a cricket club or K-mart. A non-governnment body can offer safety standards. In fact, many do. As you say, many businesses want to do the right thing -- and follow voluntary standards. Good on them. In an anarchist world there could be an organisation called 'government' (or called 'blob' for that matter) which offered safety guidelines etc. Hell, they could even be democratically elected and have big debates in parliament. They just couldn't use violence/coercion. This is all quite obvious. Your pedantic point-scoring and weird accusations of "language twists" may offer your shallow rhetorical victories... but they hold no currency in relevant dialectic.
