I agree, selecting who you want is a good idea. So is what amounts to banishment. The reason why we don't do it with our own criminals as it is immoral to make another nation pay for our failures. Drugs weren't the issue, drug laws are dumb, plain and simple. Although foreigners have to obey our laws, this is not an excuse to permit dumb laws you wouldn't force on your own citizens, or to ingore the rule of law and treat them arbitrarily.
