In the US, an equivalent thing is occurring with local governments. Our locals are strapped for cash, so they release felons from prison early, fire policemen and firemen, etc. Anything, but off-load paper-pushing bureaucrats and career politicians whose absence wouldn't be missed. By anyone, except their own creditors. Thus, to gain public notice about their "financial crisis", they toss the baby overboard. Fortunately, the public is [slowly] learning that strategy and accommodating it.
