A voucher system and choice in where you send your children to school are really independent issues that you appear to be confusing. It is possible to imagine a voucher system where you have to send your children within a certain distance of where you live, or alternatively, a completely public system where you can choose any school you want. In addition, even if there was only a voucher system, I doubt it would stop goverments from interfering with what schools do and teach, since they would simply argue that the vouchers are public money, and hence they should have some say in schools that accept them.
