What I was saying in another post was to an extent, the real estate market in private property does have mechanisms for access to common pool resources - by means of location to the amenities. The way I would see privatised beaches working would be they would be basically open access but managed by a firm which owned amenities such as fast food, jet ski hires etc - or a partnership therof.
