I know somebody that worked for many years for the NSW road safety authority. His argument about child seats was the same as yours. Apparently it was debated repeatedly within the authority before the balance tilted in favour of making them mandatory. In particular he thought it mad that a Mother and child should have to sit on a dark street waiting for a Taxi with the relevent child seat to happened past.
