We choose to treat the sick in our community who for no fault of their own are in need.

However if someone chooses to run with the bulls and gets gored, the community has no obligation to help them. Individuals may choose to set up charities to do so, but taking money by threat of force (by way of taxation) to help such people is immoral.

If adults choose to engage in high risk behavior, they have the option of taking out insurance. Whether or not they choose not to take out insurance, they are not the responsibility of the community.
