Subsidizing anything will create more of it.

• If we subsidize public transport, we will have more public transport
• If we subsidize nuclear reactors, we will have more reactors
• If we subsidize single families, we will have more single families
• If we subsidize house construction, we will have more house construction
• If we subsidize tulips, we will have more tulips
• If we subsidize poverty, we will have more poverty

By paying people to be single parents, we make it more attractive to be a single parent. By paying people for not having a job, we make it more attractive not to have a job. etc.

This is not to say that people want to be those things. Someone may prefer to be a rock-star than a bus-driver, but by subsidizing public transport we are creating more bus drivers. Some of them will want to be bus drivers, some of them won't.

Some people prefer to lie around and listen to music all night rather than to get a job. Welfare makes that possible.
