Modern technology can cure many forms of deafness - often for younger people. The cochlea implant, for example, can be planted into the inner ear, and can make the wearer hear.

The problem is that many deaf people do not want their children to hear. They see this as leaving their own (non-hearing) culture and being forced to join another. They occasionally label the practice as cultural genocide. The label would normally be laughable - if no force were involved.

It raises several issues. The first is a libertarian issue. These people can do whatever they want provided it is not forcibly subsidized by others. If they wish to deny their being deaf is an illness or disability, then they logically would refuse any special programs or benefits associated with it.

The second is an issue about children. Does the wider community have the right to insist that children be treated to enable hearing even if it is against the wishes of the parents? Again, any acceptance of special allowances or benefits is actually an admission of an illness, a parent who inflicts an illness on their child is irresponsible.

One solution is to simply rule that any deaf parent who refuses treatment for their child must give up all allowances related to deafness - for themselves and their children.
