Regarding private provision, fatfingers questions: "Then why haven't they? Perhaps the same reason many other life-saving services aren't provided to poor people - they can't afford them" Why didn't the government provide it already? If you are right and there is a market failure in this instance... then there is also a government failure. Hardly a glowing endorsement of government intervention. Profit maximising is closely linked to utility maximisation (the invisible hand). However, vote maximisation is not closely linked to utility maximisation.
