Before Howard tightened firearm laws there was a lower proportion of suicides that involved rope. Firearm regulation has clearly made it necessary to tighten up the rules regarding rope sales. I would suggest a licencing scheme where people need to demonstrate a need before they can buy a rope that can bear anything more than a 30kg weight.
