Another great sidestep by Howard - he really is a very, very good political tactician. As for Geoff Clark, most lefties I know think he's still there because it suits the government to have him and his equally suspect deputy running ATSIC (there'd be very few indeed who'd excuse him on "relative cultural" grounds). Failure cannot then be sheeted home to government policy, cutting ATSIC's budget is easy and you can make little nods and winks to the rural Hansonites ("see, they need to be kept in their place - they can't handle the grog/be trusted with money/understand whitefella law/etc.").
