Interestingly, all the talk from the Bush administration about democracy in Iraq after the war has given way to talk of "representative government" in Iraq. This is a subtle, but significant indication that the US won't be ensuring "one person, one vote" in Iraq. In fact, they intend to ensure that true democracy doesn't come to pass there. Echoes of the "two-thirds compromise"? > The UN has no charter for creating democracies. I'm glad you mentioned this. Similarly, there's no provision in the US Constitution supporting the creation of democracies. It's a good thing, too, or this would be yet another shining example of how the US federal government runs rough shod over the very document which supposedly governs its behavior.
