Nations with a history of repression appear to have a tendancy to "Balkanise" after the source of repression is removed. Perhaps, when tyrants are removed, we should, as a general rule, look towards replacing them with panarchy rather than democracy. A panarchy would provide an outlet for the desires of separatists, and if the panarchy leaves security as a federal function, the more insane factions will be given the opportunity to fail in a way that does not result in violence.
