Given that Telstra still have a monopoly on the last mile of cable to 7 million
homes and offices, only a very foolish Optus executive would expect to 'win'
the USO deal. The government pretends to tender something so they can pretend
to be 'fair', Optus pretends to seriously bid for it so they can squeal like
stuck pigs when the outcome is known. Do you really think Optus could have
squealed if they hadn't bid? It is a subsidy to Telstra to subsidise the bush. Whether it works for or
against Telstra is a question of how much it pays, and how much it costs.
