Liberal is one of those really confusing words. In Australia it can mean classical liberal which I think you are calling European (presumably?), the American meaning which really means left-wing, or the Australian big-L Liberal which is conservative with a leaning towards classical liberalism, but not too far. When people say small-l liberal I usually assume they are referring to the American leftist variety.
