I don't really understand what you are asking, but let me try to address what I think you might be asking.

Australia has two types of property **, private property, and public property. People's homes are generally private property, whereas parks and roads are generally private property.

Private property is (by definition) owned by a private individual or group of individuals such as a corporation. Public property is owned by the government (federal, state, local whatever).

If a duly elected, constitutional, government decides to let 10,000,000 refugees into the country to camp in the local park, then there is little I can do about it apart from vote for another government, and point out the stupidity of the rest of the voters.

Regardless, the new guests on government property have no right to dictate how the rest of society should be structured. They are not owners, they are not shareholders in government (ie citizens), and they have no rights except the rights that the government gives them.

Whether the government has the right to steal my belongings (like 50% of my income) to give to these people is, of course, another issue, and perhaps one left for another time.

** There are other other views on this which are also defensible, such as the suggestion that all property belongs to the government, and that other entities are merely given limited rights of use by the government, but I don't want to write an entire novel here.
