Then why haven't they? Perhaps the same reason many other life-saving services aren't provided to poor people - they can't afford them. Or to be more accurate, there might not be enough profit in setting up such a service - better to invest in pork belly futures.

Therein lies the rub. Until providing a good or service becomes profitable enough to the investor, it will not be provided, even if overall utility is maximised by the provision.
