so you need a bit of competition to keep them on their toes. but does that competition necessarily have to come from the outside market, or is there a way we can foster competition within the public enterprise? i suggest that the competition to get and keep the job, and to get promoted, could be enough competition to lift their game. but then somebody has to keep an eye on the bosses, to make sure they're not just rewarding cock sucking.

however i disagree that competition is the only way to spur innovation and improvement. it's not the only incentive. i personally am very rarely motivated by competition. i am motivated by things such as: curiosity; the desire to do things properly; and sometimes the desire to do something good for society. there are so many things that people can be motivated by, other than competition.
